RELEASE: Fulcher on House Passage of Next Round of Appropriations Bills

WASHINGTON, D.C. — U.S. Congressman Russ Fulcher (Idaho-01) issued the following statement after the House of Representatives advanced H.R. 7006, the Financial Services and General Government (FSGG) and National Security, Department of State, and Related Programs (NSRP) Appropriations Act, 2026.

“Restoring fiscal responsibility in Washington, D.C., starts with Congress returning to regular order,” said Congressman Fulcher. “Today’s passage of FSGG and NSRP keeps the House on track to do just that for Fiscal Year 2026. This legislation includes safeguards to shield taxpayers from IRS targeting based on ideological beliefs, bolsters cybersecurity infrastructure to prevent hacking by foreign adversaries, and maintains support for allies to counter the Chinese Communist Party while enhancing transparency efforts.”

Bill Background

The Financial Services and General Government Appropriations Act:

  • Protects consumer freedom in kitchen appliances, other tools, and recreational vehicle products through the prohibition of Biden-era regulations.
  • Prohibits the IRS from targeting individuals for exercising their First Amendment rights and protects the ideological beliefs of individuals or groups.
  • Equips Treasury and other agencies with tools to bolster cybersecurity and stop foreign adversaries and criminals from hacking our nation’s critical infrastructure.

The National Security, Department of State, and Related Programs Appropriations Act:

  • Prioritizes funding and policies to combat the flow of fentanyl and other illicit drugs into the United States to help save American lives.
  • Protects long-standing pro-life provisions as well as enhances oversight and transparency over program implementation to ensure American taxpayer dollars will not fund abortions.
  • Puts American businesses first by prioritizing diplomatic engagement to favorably resolve commercial disputes abroad and to promote American business interests overseas.
  • Increases support for religious freedom programs and demands religious freedom protections for faith-based organizations.
