RELEASE: Crapo Supports Risch Bill to Lower Cost of Housing

Washington, D.C.– U.S. Senator Mike Crapo (R-Idaho) joined Senator Jim Risch (R-Idaho) to introduce the Affordable Housing Over Mandating Efficiency Standards (HOMES) Act to eliminate duplicative federal energy efficiency regulations on manufactured housing to reduce costs for homebuyers.

“Manufactured housing is an important piece of the puzzle as we work to increase housing supply and reduce costs for Idaho families,” said Crapo. “Washington should be removing unnecessary barriers, not adding duplicative regulations that make homes more expensive. The Affordable HOMES Act would streamline federal oversight and help manufacturers bring more affordable housing to market.”

Currently, the U.S. Department of Energy and the U.S. Department of Housing and Urban Development (HUD) have overlapping authority over energy efficiency standards, creating burdensome and costly regulations for manufacturers. Streamlining federal oversight to give HUD sole authority of energy standards is estimated to save an average of $4,222 per home.

Crapo and Risch are joined by Senators John Barrasso (R-Wyoming), John Boozman (R-Arkansas), Steve Daines (R-Montana) and Bill Hagerty (R-Tennessee) as co-sponsors of the Affordable HOMES Act.

The legislation is supported by the Manufactured Housing Institute.

Background

Crapo has long worked to advance policies aimed at keeping homeownership within reach for Idahoans and families across the country. Most recently, Crapo helped shape the 21st Century ROAD to Housing Act, comprehensive housing legislation signed into law in July that reduces unnecessary federal red tape, expands housing opportunities, modernizes outdated federal programs and encourages the development of more affordable housing options.

Crapo’s housing work continues to be guided by direct input from Idahoans. In 2025, he conducted a comprehensive statewide housing survey that received more than 5,000 responses from Idaho residents and stakeholders.
