ICAC RELEASE: AG Labrador’s ICAC Unit Arrests Three, Including Police Sergeant, in August Child Exploitation Cases

BOISE, ID — Attorney General Raúl Labrador has announced that investigators with his Idaho Internet Crimes Against Children (ICAC) Unit arrested three individuals in August for alleged child sexual exploitation.

The Attorney General’s ICAC Unit works with the Idaho ICAC Task Force, a coalition of federal, state, and local law enforcement agencies, to investigate and prosecute individuals who use the internet to criminally exploit children.

“Our ICAC Unit made three arrests across three counties in August, and every one of them came from investigators and local agencies working these cases side by side,” said Attorney General Labrador. “Ten sheriff’s offices and police departments stood with my team this month, from Idaho Falls to Twin Falls. That statewide network is what makes this work possible, and we will not slow down as long as children in Idaho are being targeted online.”

Casey Haag (Bonneville County)

Investigators with the Idaho Internet Crimes Against Children Unit arrested 33-year-old Casey Haag on August 12, 2026. Haag was taken into custody on ten counts of possession of child sexual exploitation material. The Idaho Falls Police Department assisted the ICAC Unit in this arrest.

Yiems Benitez Zaragoza (Bingham County)

Investigators with the Idaho Internet Crimes Against Children Unit arrested 20-year-old Yiems Benitez Zaragoza on August 20, 2026. Zaragoza was taken into custody on ten counts of possession of child sexual exploitation material. The ICAC Unit received assistance in this case from the Jefferson County Sheriff’s Office, Bingham County Sheriff’s Office, Idaho Falls Police Department, and Bonneville County Sheriff’s Office.

Noah Welch Shiner (Cassia County)

Investigators with the Idaho Internet Crimes Against Children Unit arrested 51-year-old Noah Welch Shiner on August 25, 2026. Shiner was taken into custody on suspicion of possessing child sexual exploitation material, with additional charges pending. The ICAC Unit was assisted in this arrest by the Twin Falls Police Department, Idaho State Police, Madison County Sheriff’s Office, Pocatello Police Department, Twin Falls County Sheriff’s Office, and the Office of the Attorney General.

The charges listed above are merely accusations and the defendants are presumed innocent until and unless proven guilty.
