BOISE, Idaho — The Idaho State Board of Education, in partnership with the Undergraduate Medical Education Plan Working Group, today announced that a draft of a new Undergraduate Medical Education (UME) Plan is available for public review. The Board and Working Group are inviting public comment on the plan from December 1 to December 12, 2025.
The draft UME Plan responds to legislative direction under House Bill 368 (2025), which created a working group of legislators, medical and health education leaders, and other stakeholders to develop a plan to expand and better coordinate medical education opportunities for Idaho students. The plan lays out a vision to grow Idaho’s health care workforce by increasing in-state medical education capacity, strengthening clinical training opportunities—particularly in rural and underserved areas—and improving coordination among higher education institutions and health care partners statewide.

The Board encourages comments from students, health care providers, educators, community stakeholders, and Idaho residents. Public input will help refine the Plan before it is presented to the Governor and Legislature.
