WASHINGTON, D.C. — U.S. Congressman Russ Fulcher (Idaho-01) issued the following statement after introducing the Removing Insurance Gaps for Health Treatment (RIGHT) Act of 2025.

“Idahoans deserve affordable and flexible healthcare plans that meet their needs,” said Congressman Fulcher.

“Current short-term limited-duration insurance (STLDI) plans only allow for coverage up to a total of four months. Four months is far too short a limit, posing undue stress and uncertainty on Americans who would otherwise be left without coverage,” Fulcher added. “My bill, the RIGHT Act, expands STLDI plans to a full year, with the option to renew for up to three years. This is a practical, no-cost approach that offers families more choice, control, and flexibility to select the healthcare options that work best for them.”

Healthcare costs continue to rise at an astronomical rate, forcing Americans to make tough decisions regarding their coverage. Included in this turmoil is the slashing of short-term limited-duration insurance (STLDI) plans. Currently, these programs are only allowed an initial duration of three months. Including renewals, these plans can last up to four months.

Congressman Fulcher’s Removing Insurance Gaps for Health Treatment (RIGHT) Act of 2025 would permanently establish short-term limited-duration insurance programs under the Public Health Service Act. These plans would go a full year, with the option to renew for up to three years.

Establishing short-term limited-duration health plans that meet the needs of Idahoans and all Americans helps eliminate the angst that comes with not having health plan options.
