WASHINGTON—Idaho Congressman Mike Simpson cosponsored H.R. 5688, the Non-Domiciled CDL Integrity Act,a bill that ends the reckless policy of granting Commercial Driver’s Licenses (CDLs) to illegal immigrants who lack the English proficiency and road-rule knowledge needed to safely operate massive commercial vehicles on our highways. This legislation is sponsored by Rep. David Rouzer (R-NC).

“Blue sanctuary states like California, which issued non-domiciled commercial driver’s licenses to illegal immigrants who should never have qualified for them, have created a crisis on our roads,” said Rep. Simpson. “There have been multiple fatal accidents linked to dangerous foreign nationals holding these non-domiciled CDLs — enough is enough. I applaud Transportation Secretary Sean Duffy’s leadership on this issue and for taking the initiative to revoke thousands of these licenses. This bill is a necessary step to preventing avoidable tragedies, delivering safer roads, and restoring accountability.” 

The Non-Domiciled CDL Integrity Act aligns with the U.S. Department of Transportation’s interim final rule to strengthen federal oversight of how states issue non-domiciled commercial learner’s permits and commercial driver’s licenses. The rule comes in response
to a nationwide review conducted by the Federal Motor Carrier Safety Administration, revealing widespread non-compliance among state driver licensing agencies and a troubling series of fatal crashes caused by non-domiciled CDL holders.
