WASHINGTON, D.C. — U.S. Congressman Russ Fulcher (Idaho-01) has reintroduced H.R. 4324, the One Subject at a Time Act.
The legislation comes as the federal government nears its fiscal year-end deadline on September 30, marking Congress’s annual cutoff to enact appropriations bills.
“Congress must address its broken budget process, which has repeatedly led to massive omnibus bills and continuing resolutions (CRs) due to missed deadlines and a failure to go through appropriations in regular order,” said Congressman Fulcher. “H.R. 4324 will increase transparency for the American People regarding legislation, help restore trust in our representative government, and improve the federal budget process by focusing every bill legislators consider on a single subject, ensuring each topic receives a separate vote. This is how it is done in Idaho, and I believe it is key to how the U.S. Congress can right America’s fiscal ship and put her on a path of budget sustainability.”
The One Subject at a Time Act requires that each bill or joint resolution shall not have more than one subject. Additionally, an appropriations bill cannot change existing authorizing law that is not germane to that appropriations bill, but still allows for limitation amendments that are germane to the bill.
H.R. 4324 has been referred to the House Judiciary Committee. Congressman Fulcher first introduced the bill in 2019.
