RELEASE: IFPC Legal Center Sues Idaho Democrats and Prop 1 Organizers to Stop Campaign Finance Violations

FOR IMMEDIATE RELEASE
October 26, 2026

CALDWELL, ID – The IFPC Legal Center this morning filed a lawsuit seeking injunctive relief to bar the Proposition 1 campaign and the Idaho Democratic Party from continued subversion of Idaho campaign finance laws.

The lawsuit was filed on behalf of Tom Luna, Blaine Conzatti, Christian Welp, and Vic Miller. Luna, Conzatti, and Welp all serve as board members for the Too Extreme for Idaho PAC, the organization responsible for the Stop Prop 1 campaign.

The complaint alleges that Idahoans United for Women and Families, the Idaho State Democratic Party, and Democratic gubernatorial candidate Terri Pickens coordinated an eleventh-hour effort to launder money for television ads on Proposition 1 and obtain federally required lower rates as much as ten times cheaper than the Stop Prop 1 campaign.

Television stations charge significantly reduced advertising rates for candidate campaigns compared to other advertising rates, including issue-based advertisements for ballot initiative campaigns. The complaint filed today explains how Idahoans United for Women and Families lied to the television stations about who funded their Proposition 1 campaign ads for the purpose of obtaining an illegal and unfair advantage over the Stop Prop 1 campaign.

Luna, Conzatti, Welp, and the other plaintiffs are asking the Canyon County District Court to issue a temporary restraining order and injunctive relief requiring the Idaho Democratic Party and the other defendants to pull the advertisements, return the money contributed to them for an illegal purpose, and stop purchasing television advertisements for Proposition 1 at rates reserved for candidate campaigns.

A statement from Blaine Conzatti, a plaintiff in the case:

Pro-abortion activists cheated their way into cheaper television advertisements to stump for their radical abortion ballot initiative. Instead of playing by the rules of the game as outlined in our state campaign finance laws, Idahoans United for Women and Families colluded with the Idaho Democratic Party to mislead voters and gain an unfair advantage. Idaho voters deserve transparency—not shell games and dirty tricks.

A statement from Tom Luna, a plaintiff in the case:

Idaho Democrats and Idahoans United for Women and Families tried to pull a fast one on Idaho voters by hiding the source of campaign funds and abusing the political process. Make no mistake, we can and will continue to hold Proposition 1 organizers and their henchmen in the Democratic Party accountable. We will make sure that the truth is known.

A statement from Caleb Pirc, director of the IFPC Legal Center:

Election campaigns should be a fair fight—but in the final stretch of the Prop 1 campaign, Idaho Democrats and the proponents of Prop 1 concocted a scheme to cheat their way into paying less for television ads. Idaho’s campaign finance laws require transparency, not backdoor efforts to conceal who’s really funding campaign ads. Maybe the Prop 1 campaign thought it could get away with this illegal, last-minute attempt to save their campaign. But we don’t intend to let them break the rules any more than we intend to let them radically legalize abortion in pro-life Idaho.
