By Attorney General Raúl Labrador
Dear Friends,
A few weeks ago, I shared part of what we accomplished in 2025 protecting children and defending Idaho’s laws. If you missed that newsletter, you can read it here. This week I want to tell you about our fights against scammers and threats to your constitutional rights.
Defending Constitutional Rights
Idaho was on the front lines defending the Second Amendment in 2025. Your constitutional rights as an American should travel with you across state lines. And when unconstitutional restrictions take hold in one state they don’t stay contained there forever.
Idaho joined 25 states defending the rights of law-abiding travelers after Massachusetts arrested a New Hampshire resident simply for disclosing he was legally carrying a firearm while passing through the state. Massachusetts makes it nearly impossible for nonresidents to obtain a license, then criminalizes possession without one. This creates a trap where your Second Amendment rights disappear the moment you cross state lines. We also led 26 states urging the Supreme Court to strike down Hawaii’s near-total ban on public carry, which treats the constitutional right to bear arms as a government-granted privilege instead of a protected right. Last week, the U.S. Supreme Court heard oral arguments in the Hawaii case and we expect a decision by this summer.
We also stopped California from forcing Idaho truckers to buy electric trucks. California tried to require trucking companies operating in California to retire internal-combustion trucks and transition to expensive, less efficient electric trucks. The rule targeted any fleet that operated in California regardless of where the fleet is headquartered. Given California’s size and ports, this would have affected truckers nationwide. Idaho joined a 17-state coalition challenging the rule and California agreed to repeal it. Our truckers shouldn’t be forced to comply with mandates dreamt up by regulators in Sacramento.
We also defended religious liberty in 2025. Union Gospel Mission of Yakima, Washington, a nonprofit that serves the homeless and those struggling with addiction, faced legal challenges over its religious hiring practices. The Washington Supreme Court interpreted state law to say the Mission could only require employees with a direct role in teaching religion to share its beliefs. Idaho joined 20 states defending the Mission’s right to hire employees who share and live out its religious beliefs. Just this month, the Ninth Circuit ruled unanimously in favor of Union Gospel Mission. Religious organizations shouldn’t be forced to abandon their faith as a condition of serving their communities.
Protecting Consumers
Last year, we went after businesses violating Idaho’s consumer protection laws and took 49 enforcement actions in 2025, that is up from 8 in 2023 and 17 in 2024. Through mediation and enforcement, we helped put money back in the pockets of Idaho consumers who had been cheated or wronged. My office also secured millions for Idaho through nationwide opioid and tobacco settlements.
In August, we launched Operation Robocall Roundup, joining 51 state attorneys general to crack down on illegal robocalls. We targeted voice service providers allowing robocalls onto their networks. Thirteen companies were removed from federal robocall databases. Nineteen companies stopped appearing in traceback results entirely. In December, we expanded to Phase 2, targeting four of the largest voice providers in the country transmitting millions of suspected illegal robocalls. More needs to be done, but I am working with attorneys general across the country in a bipartisan way to make it happen.
Over the past year, my office has issued multiple consumer alerts warning Idahoans about emerging scams so the public can be on the lookout and protect themselves. We’ve seen everything from cryptocurrency ATMs used to defraud unsuspecting victims, to fake jury duty notices, DMV text scams, bogus tariff rebates, and holiday charity fraud—all designed to exploit confusion, urgency, and trust. Remember, if it feels like a scam, it probably is.
Our team answered 5,697 consumer calls and processed 2,174 complaints. We also launched ReportScamsIdaho.com this year and held 12 outreach events teaching Idahoans how to protect themselves.
Defending the State in Court
Last year, my office delivered for Idaho. We opened hundreds of new matters, fought in federal and state courts, and won repeatedly.
When someone sues a state agency or challenges an Idaho law in court, my Civil Litigation Division defends it. In 2025, they handled 140 new matters, up from 114 in 2024. They also handled hundreds of Idaho Industrial Commission cases and collected more than $600,000 in fines and settlements to enforce workers’ compensation laws and protect Idaho employees.
We won dismissals, defeated preliminary injunctions, secured summary judgment, and prompted voluntary dismissals in high-profile challenges to Idaho laws on education, elections, abortion, public safety, corrections, and child protection. Federal courts denied injunctions against Idaho’s laws, upheld our enforcement actions, dismissed constitutional challenges, and rejected attempts to block state policies. The federal government itself dismissed its EMTALA lawsuit against Idaho. In state court, we defended agencies against wrongful death, civil rights, election, employment, and regulatory claims. We upheld Idaho’s pro-life laws, protected the integrity of elections, obtained attorney’s fees against meritless suits, and secured favorable appellate outcomes.
These results reflect how my office fights for Idaho, wins in court, recovers taxpayer dollars, and delivers when given the authority to act.
Meeting Idahoans Across the State
Throughout 2025, I traveled across Idaho. I toured manufacturing plants and small businesses. I met with sheriffs and police chiefs from Bonneville County to Post Falls. I spoke at Rotary Clubs and churches about keeping kids safe online. I joined my Internet Crimes Against Children (ICAC) investigators for their bi-annual mental health training and recognized our East Idaho detectives who reached 100 combined ICAC arrests. Every conversation reminded me why this work matters and who we’re fighting for.
I’m proud of what we accomplished in 2025. We protected children. We defended life. We stood up for women and girls. We went after scammers and fraudsters. We pushed back against federal overreach. We defended constitutional rights and we held government accountable to you.
But the work is never finished. There will always be new fights and new threats to our freedoms. As your Attorney General, I will continue standing strong for Idaho families, Idaho values, and Idaho’s sovereignty.
Best regards,
